A message dated April 27, 2007, was read stating the Senate failed to                                                           
recede from its amendment to:                                                                                                   
                                                                                                                                
    CS FOR HOUSE BILL NO. 96(FIN)                                                                                               
    "An Act making appropriations for the operating and capital                                                                 
    expenses of the state's integrated comprehensive mental health
